Who we are and What we do
RLA Engineering is an engineering and professional services firm. We were founded in 2010 and are a family, minority, and veteran owned business based out of the beautiful Pacific Northwest, specifically Vancouver, Washington.

We have three Services that we provide across the US nationally:
- Managed Services Provider (MSP)
- Workforce Staffing (WS)
- Outsourced Design (OD)

We aim to create an organization which optimizes a flexible workforce and outsourced design solutions for our clients.
Raymond Burney, Jr.
Founder and President
Ray Burney, Jr. started RLA Engineering in 2010 using his extensive experience in engineering and management. He provides strategic leadership to ensure RLA meets and exceeds the expectations of its clients in challenging and changing business environments. Ray excels in assembling teams who connect with the client, provide solutions and achieve results.

Prior to starting RLA, Ray lead teams in Research & Development, Operations, and Manufacturing at Hewlett-Packard and Rockwell Automation. He guided global teams in the production of consumer products technologies using his vast experience in analog and digital technologies, power systems, sensor systems and motion controls.
​
He has a Bachelor's of Science in Electrical Engineering from Southern University and a Master of Business Administration from Washington State University. A veteran of the U.S. Army, Ray is also a graduate of the Wisconsin Military Academy.

Ray and the company are supported by a deeply experienced management team that includes technical and non-technical backgrounds.
